Library faculty constitution/by-laws

Article I. Organization.
  1. Name of Organization: Library Faculty.
  2. Purpose of Organization: To meet regularly to discuss faculty governance and affairs and to facilitate communication among faculty members.
Article II. Membership.

Any Library staff member with faculty rank. All persons occupying faculty positions in the Library are eligible to vote and serve on committees. However, persons on non-tenure-track appointment, whether full- or part-time, shall be excluded from voting and committee membership in the areas of salaries, faculty status, hiring, performance evaluation, promotion and tenure, and related personnel matters.

Questions regarding the eligibility of non-tenure-track faculty to serve on committees will be resolved by the Dean of Library Services in accordance with the above guidelines.

Questions regarding the eligibility of non-tenure-track faculty to vote on an issue presented to the Library Faculty will be resolved by the Chair of the Library Faculty in accordance with the above guidelines.

Article III. Officers.
  1. Officers are:
    Chairperson, Vice Chairperson and Secretary.
  2. Eligibility:
    Officers may be any Library staff member with faculty rank excluding persons on temporary appointment as stated in Article II above.
  3. Terms:
    1. One (1) year, beginning July 1.
    2. Officers may not serve more than two (2) consecutive years in the same office.
  4. Duties:
    1. Chairperson:
      1. Serve as Chair of the Executive Committee.
      2. Advise the Dean of Library Services on Library faculty issues.
      3. Conduct meetings.
      4. Maintain list of eligible members.
      5. Distribute Constitution/Bylaws and any other necessary information to new members.
      6. Appoint and determine length of service of members for all ad-hoc committees unless otherwise directed by faculty.
    2. Vice Chairperson:
      1. Serve as a member of the Executive Committee.
      2. Advise the Dean of Library Services on Library faculty issues.
      3. Assume duties of Chairperson if that person is absent.
      4. Responsible for issuing agenda at least two (2) working days in advance of the meeting.
      5. Any other duties assigned by Chairperson.
    3. Secretary:
      1. Serve as a member of the Executive Committee.
      2. Advise the Dean of Library Services on Library faculty issues.
      3. Record minutes of monthly meetings.
      4. Arrange for typing and distribution of minutes.
  5. Election of Officers:
    1. Election of officers will be held the week following the regular May meeting.
    2. Nominations and the election will be handled by the Nominations Committee.
    3. The Nominations Committee will present its slate at the May meeting.
    4. Additional names may be added from the floor at the May meeting.
    5. Absentee ballots will be provided if notification of absence is given to the Nominations Committee prior to the election.
    6. Votes unless otherwise specified shall be decided by a majority of those voting.
Article IV. Meetings.
  1. To be held monthly, September to May.
  2. Special meetings may be called by the Chairperson or by at least twenty percent (20%) of the total faculty.
  3. A quorum shall consist of the majority of the total faculty at the time of the meeting.
  4. All votes unless otherwise specified shall be decided by a majority of those voting.
  5. Robert's Rules of Order (latest edition) shall prevail except where they conflict with Library Faculty Constitution/Bylaws.
Article V. Committees.
  1. Executive Committee:
    1. Membership:
      Composed of the Chairperson, Vice Chairperson, and Secretary.
    2. Terms:
      As stated in Article III Section C.
    3. Duties:
      1. Establishes agenda, time and place of meetings and notifies faculty at least one (1) week in advance.
      2. Conducts elections of the Promotion and Tenure Review Committee and the Promotion and Tenure Advisory Committee.
      3. Administers balloting on proposals to amend the Library Faculty Constitution/Bylaws and the Promotion and Tenure Document.
      4. Meets at least once a month.
    4. Election of Members:
      As stated in Article III Section E.
  2. Nominations Committee:
    1. Membership:
      1. Three (3) faculty members.
      2. Members of the Executive Committee may not serve on the Nominations Committee.
    2. Terms:
      Nominations Committee members serve one-year terms April 1 - March 31.
    3. Duties:
      Solicits nominations and conducts elections of officers and members of standing committees, unless provided for otherwise.
    4. Election of Members:
      Members are appointed by the Library Faculty Chairperson.
  3. Promotion and Tenure Advisory Committee:
    1. Membership:
      The Advisory Committee consists of three (3) tenured faculty at the rank of Associate Professor or Professor.
    2. Terms:
      Terms are as set forth in the Promotion and Tenure Document.
    3. Duties:
      Duties are as set forth in the Promotion and Tenure Document.
    4. Election of Members:
      1. All members are elected at-large by the tenure-track faculty.
      2. The Chair of the Advisory Committee will be elected by the Committee.
  4. Promotion and Tenure Review Committee:
    1. Membership:
      The Review Committee consists of seven (7) tenured members of the Library Faculty elected at-large.
    2. Terms:
      Terms are as set forth in the Promotion and Tenure Document.
    3. Duties:
      Duties are as set forth in the Promotion and Tenure Document.
    4. Election of Members:
      1. All members are elected at-large by the tenure-track faculty.
      2. The Chair of the Review Committee will be elected by the committee.
  5. Travel and Research Committee:
    1. Membership:
      The Committee consists of four faculty members.
    2. Terms:
      Members serve staggered two-year terms beginning July 1.
    3. Duties:
      1. Allocate monetary and other resources made available in the Library for faculty travel, research, and professional development.
      2. Review applications from within the Library for University-level faculty development programs and make recommendations to the Dean.
      3. Promote research activity and professional growth among Library faculty.
    4. Election of Members:
      1. Members are elected by the faculty at-large.
      2. A Chairperson is selected by the Committee each year.
  6. Ad Hoc Committees:
    May be established at the discretion of Chairperson or vote of faculty.
Article VI. Amendments.
  1. Amendments to this document may be proposed by:
    1. Petition in writing of at least twenty percent (20%) of the total faculty
      or by
    2. Ad Hoc Review Committee or other committee.
  2. The Executive Committee shall distribute to each faculty member a copy of proposed amendment(s) at least two (2) weeks in advance of a vote.
  3. Approval of amendments and Constitution/Bylaws is by a two-thirds (2/3) vote (two-thirds (2/3) of those members voting). Voting is by secret ballot.
